URL Booking - use the ticket owner as the resource for scheduling

We want to have a generic URL on our ticket templates to book a call.
We currently integrate the ticket owner in the Email Format in Manage, but the problem is the owner can change between the email being sent and the user clicking it!
Ideally, the booking link should pick up the Ticket Owner (if we set it to) so that it would always assign to the right person.
